The CITY OF VENICE promotes and plans, according to the principles of democracy, participation, transparency and solidarity, the quality of life for its citizens and guests. It acts as a guarantor of person, family, pluralism, pacific cohabitation and differences of sex, race, language and religion values.

Within its own functions, it manages and plans services, activities and procedures that concern Social Policies, City Planning, Environment, Culture, Economic Development, Mobility and Transports, Education, Civil Protection.

Through the twinning relationships with other national and international municipalities, it gives great relevance to the promotion of peace policies and co-operation on economic, social and democratic issues. It protects the environment and living species and promotes the sustainable development.

The ADULTS section of the SOCIAL POLICIES DIRECTORATE realizes interventions directed to promote social inclusion and to prevent marginalization, also through awareness raising campaigns and the mobilization of resources from the local community.

The Adults service is addressed to:

  • Drug consumers, who have not undergone a drug treatment programme yet
  • Local communities, if in need of conflicts mediation (Sinti and Roma communities)
  • Migrants prostitutes and victims of human trafficking for the purpose of sexual exploitation
  • Marginalized adults (Homeless, prisoners and ex)

Within the ADULT service, the HARM REDUCTION UNIT addresses the needs of drug addicted people: it works in support of their personal resources, in developing the opportunities to change their lifestyle, in giving them a sense of responsibility towards themselves. Its functions are:

  • to coordinate the outreach unit in its daily work of assisting the drug consumers in their living environment
  • to plan and manage conflicts mediation activities and active citizenship initiatives
  • to network with the Social and Health services and the Third Sector Organizations
  • to organize and manage prevention activities in recreational places and schools
  • to manage the drop-in service.

THE INTERNATIONAL AND EUROPEAN POLICIES AREA supervises all the international and European projects in which the City of Venice is involved.

Role of the City of Venice in the SRAP project

The City of Venice participates in all SRAP work packages through its project team made of a project manager, a local coordinator who is responsible for the Harm reduction Unit, its staff composed of outreach workers, drug addiction and immigration experts, a financial manager.

In particular, the City of Venice SRAP team is committed to realize the Action-research under CODICI supervision. It will take into consideration that there are three different groups in the Venice territory:

  • the Roma and Sinti families who first left the 2 camps in Mestre and are now living in social houses
  • the Sinti families who moved to social houses recently
  • the Sinti families who live in Via del Granoturco village, where they were moved to 1 year ago. The village is made of prefabricated houses of 32 square mt. each, built by the City Adminitration. The 100-150 inhabitants are mostly Sinti (Italian Roma), but also some Roma immigrants from Eastern Europe.

Venice objective is to involve the Sinti families who face the fears and the problems of drug abuse, to measure the phenomenon in the Sinti local communities and to estimate the impact of the external influence on the attitude of young Sinti towards drugs.

As there are not reliable data on drugs abuse by the young Roma living in Venice, the Prevention activities are particularly interesting. Within theEarly drug prevention intervention, the Venice staff will contribute to select and adapt approch and methods to the project objectives; at this scope, it will make the best use of its competences and skills and will share them with project partners.

The Capacity enhancement of healthcare workers is deemed strategic for the Venice staff, who will be actively involved in performing activities aimed at improving relations between the local Roma community and Health services.

It will also be engaged in all evaluation activities, as it recognizes the importance of measuring the project value, the impact of its results and the benefits it can bring to the local community.
